(from Understand FP7)
"Knowledge is at the heart of the Lisbon strategy of the European Union, which intends to become “the most dynamic and competitive knowledge economy in the world”. The “triangle of knowledge” – research, education and innovation – is a core factor in European efforts to meet the ambitious objectives of Lisbon. Numerous programmes, initiatives and support measures are carried out at European level in support of knowledge.
The seventh Research Framework Programme (FP7) bundles all of research-related EU initiatives under the same roof, playing a crucial role in reaching the goals of growth, competitiveness and employment; along with a new Framework programme for competitiveness and innovation (PCI), educational and training programmes and structural and cohesion funds for regional competitiveness and convergence. It is also a key pillar for the European Research Area (ERA).

The broad objectives of FP7 have been groupes into four categories : Cooperation, Ideas, People and Capacities. For each type of objective, there is a specific programme corresponding to the main areas of the EU research policy. All specific programmes work together to promote and encourage the creation of European poles of (scientific) excellence.
The non-nuclear research activities of the Joint Research Centre (JRC) are groupes under a specific programme with individual budget allocation."

Since 2004, the R&D Administration has developed a service of assistance for the writing, negotiating and managing European projects. The heavy administrative part of project proposals, the complexity of their management and the need of an institutional 25% co-financing, actually leads the coordinators or partners through a real “assault course” for which the administration’s support is particularly appreciated.
